Can't stream on Google Chrome browser
I am able to login, and see the channels but the content doesn't stream. If I do the same thing in incognito mode, then I can see the video stream. So this makes me think, that it has something to do with cookies. But I have deleted all cookies containing ATT or Directv. Is there anything else I need to do? I don't want to clear all my browsing data in my browser, if it can be avoided.

That tells you have some program loaded that is preventing the video from playing. Incognito disables most extensions. Check for any extensions, VPN's, or other programs that may be causing your issue.

Also make sure your Chrome browser is up to date.

The most common reasons for this behavior are "blocking" type extensions: privacy blockers (like Privacy Badger), ad blockers, tracing blockers, things like that. The only way to find out specific which one(s) are causing you the problem is by experimenting: disable all the extensions you have and re-enable them one at a time to find which lead to the behavior.
Browsers vary in the level of control they provide over extensions. Chrome apparently allows you to whitelist sites on a per extension basis, but not blacklist. It isn't clear if Firefox offers either whitelist or blacklist. No idea on other browsers. I did see mention of a Chrome extension that allowed per site blacklisting other extensions, but concerns were raised about it.
If running incognito (or the equivalent in other browsers) works for you, then always running the DTVS site that way seems the simplest approach.
