I recently began to have the same issue when I try to play shows stored in my library on my Samsung TV. Live TV streams work on the Samsung, and library play back works on other TVs and my iPad. So this must be a Directv Stream - Samsung issue. Any solution other than a Roku stick for the Samsung?
Wow - I recycled my home WiFi. Then I unplugged the Samsung and let it reboot. LO & BEHOLD - library playback was restored. I thought I had already tried that, but maybe not in the right sequence? So maybe there’s hope for the world. . . .
I’ve tried uninstalling and reinstalling Direct stream app on my 2 year old Samsung Q60 tv. I have rebooted my Wi-Fi, and the tv. I have a very strong signal. When trying to watch shows from DVR cloud, O get a black screen then something went wrong screen with error 10007-013. Also On Demand does not play. All other apps work on the tv. DVR playback works on another tv with a fire stick and all portable devices. What is the fix for this?

The only thing that works for me is unplugging the TV to totally reboot the app and WiFi connection.
