I don't want this... if I'm forced to get it for sign up, if everything works without it (apple tv device instead), can I return it and get the $15 month fee for this removed?

When you order online, choose "Your Existing Internet Device" as the connection device, not DirecTV box.

Are you looking to subscribe to DirecTV Stream or to DirecTV via Internet? For reasons only the DTV marketeers would know, they have once again confusingly named 2 similar but different services. The "via Internet" service is on the DirecTV homepage (directv.com). There is a link to Stream on the bottom of that page - the direct link is streamtv.directv.com.
DirecTV via Internet appears (at least from the info on the website) to possibly have a $15/month "advanced receiver" fee, which logically should only apply to via Satellite, since via Internet doesn't have any receiver. They do seem to require you to get a "Gemini" device, but (for most people) they include one for free.
DirecTV Stream (which still exists as a service you can subscribe to, at least right now) doesn't have that fee and doesn't require (or perhaps even allow) you to get their device, so it sound like that might be what you want. The downsides are not having the 2 year price lock-in and (maybe) an inability to get their devices if you want to.
