We have 2 homes, one with 4 rokus and another with 2.... If my wife is up north can she be using both Roku's while im at home using rokus all streaming content?

Out of home usage in limited to 3 streams of which only 2 can be streaming device and the 3rd can be mobile.

So I only have 2 roku's at our vacation home... we should be able to utilize both these at the same time, as well as if our kids are home them utilize the rokus at home on our home network?

Thats what the documentation says. I use by Roku's and Fire Stick in my RV while traveling all the time.

You can stream on two streaming devices out on the go. Remember that when you are connected to the same home network the stream concurrency is unlimited.
