On stream the Starz package does not include the Starz Encore theme channels. You have the have the ultimate package to get the encores which includes Westerns.
They need to add them to the starz package like the starz package does on Directv satellite.
The better option is to go thru Starz and use their app. No difference in price and if you ever leave the DirecTV Stream service you always have the premium service. I always go thru the apps. Usually they offer limited discounts for new subscribers.

What device are you using to stream? If you are getting Starz then you should be getting that channel too.
