streaming device required?

My mother uses DTV streaming in Atlanta- she has no streaming device- just the ethernet cable into her TV.

Can I use DTV Stream this way, no apple TV, Firestick, etc? I have 3 TVs in our home and do not want to have to buy a device for each one to utilize the service...

Only if your 3 TVs are smart TVs and have the DirecTV Stream app available to download. If they are smart TVs, you can go to your app store and do a search for "DirecTV Stream", and download them from there.

Specifically, DirectTV Stream supports (most?) smart TVs with Roku built-in (TCL is the most common of these, but there are lots of brands with Roku built in) and with FireTV built-in (Insignia is the most common of these, but Toshiba and possibly others also have them) - in both cases with the same apps that work with the matching standalone devices.  There is also a native app for (most?) recent (2017 or later) Samsung smart TVs - however with many reports of problems, though some reports that the Samsung app has gotten better recently.  No other smart TVs are currently supported with native apps. (Some people have reported success sideloading the FireTV app on TVs using Android TV, like Sony Bravia, but that is not supported and may or may not work properly.)
