Watching the Red Wings on Bally Sports Detroit when outside the Detroit area

We are in Waco, TX, and are die-hard Red Wings fans, and need to be able to watch The NHL Channel, NHL Center Ice, and Bally Sports Detroit, so we can get all of our Red Wings games with their commentators and Pre/Post game shows.  It seems if you live IN Detroit, you can stream Bally Sports Detroit (the channel that you can get with a regular antenna there), but if you are a Red Wings fan outside the Detroit area...you can NOT stream Bally Sports Detroit.

This seems back-asswards to us, as it's the fans that can't live in Detroit that NEED to get that channel.

Can anyone explain why this policy is in place, and...why a paying customer cannot get his desired regional sports channel?

The contracts that the RSNs have with the sports leagues determine what can be shown where.  You would need to take your complaint up with the NHL.  DIRECTV shows what the RSN gives them to show.
