DVR recordings can only be accessed using the DTV app on mobile devices while connected to the home network. You can download programs from the DVR to a mobile device for watching outside of the home network. AFAIK there is no way to delete programs other then manually from the DVR itself.
Currently DVR Recordings are encrypted to the DVR that recorded them and so cannot be transferred to an external drive. To get them in a different format you can connect your DVR to a recording or capture device line a DVD/VCR by following these steps:
1. Use the TV's Input/Source Selector Function to switch between the DIRECTV receiver and VCR/DVD recorder
2. To record on the DVD/VCR Recorder, select the DIRECTV Receiver/DVR Input on the recorder
3. Set the DIRECTV Receiver/DVR to the channel to record (or play a recording to copy on a DVR)
