Can't See My LIbrary Recordings on my Laptop

What?  Why?  Is there any extra fee?  Is it something that is being worked on?

Okay, I don't need to view in a browser.  How do I get the ap onto my computer?

Once upon a time DirecTV had a PC app called "Direct2PC". It never worked well. They gave up on it.  It's not likely to happen again. 

Okay.  So you say the only way I can watch my recorded shows is through your app.  I'm willing, but not thrilled, to do that, but you're not telling me how to watch on that app on my laptop.  I don't want to watch on my 6 inch phone.  How do I watch on my laptop, which is where I can stream everything else?  Thanks.

There is no app for laptop PCs. 

This is ridiculous, right?  Are they working on something to let me to watch my recorded programs on my laptop?

As I stated previously, I don't think they're working on that. They gave up a PC-based app many years ago.
