"Menu->Settings & Help" exists, but not "Menu->Settings & Help->Settings"

I have a new RC73 remote and I want to pair it with the Vizio TV. The Directv remote instructions say to go to "Menu->Settings & Help->Settings->Remote Control->IR/RF Setup" but that path doesn't exist. When I attempt to control the TV volume or Power, I get the message "TV Keys Aren't Programmed. This remote control has not been programmed to control this TV. Please call the front desk."

This is at an Assisted Living facility. The person at the front desk doesn't have a clue.

We got the remote programmed.

Step 1) Press the MUTE and SELECT buttons at the same time until the green light flashes twice. 

Step 2) Enter 11758 (Vizio TV code). You must, however, wait after entering the first digit until the green light flashes twice. In other words, press 1, wait for two green flashes, enter 1758.

You have to call the MDU company that services it.

The rc73 remote is a genie remote so it has to be in rf mode BEFORE you can program it to the tv. To do that press and hold mute and ENTER not select but ENTER until you see an on screen message that your remote is now setup for rf. ENTER is under the number 9

I've tried at least a dozen times to hold MUTE and ENTER. A green light flashes on the remote. A message never appears on the screen. If I hold MUTE and ENTER for several seconds, the screen flickers for 20-30 seconds as if I'm trying to navigate through Directv but never gets to anyplace useful and never displays a message.  "Settings" never appears as an option under "Menu-->Settings & Help". I wonder if Directv hides the "Settings" option for installations in multi-dwelling units.

The MDU that services the facility may have changed how the DTV receiver is programed that is why you have to contact them.

Interestingly, the remote controls the DTV receiver just fine (e.g., change channel, access guide, menu, etc.). It's the television controls (e.g., volume and power) that I'm unable program. I am curious to find out why the MDU would restrict pairing the remote with the TV while allowing the remote to control the DTV receiver. Something that should take 3 minutes to accomplish has taken hours so far. If I learn more from the MDU, I'll let you know.

They own the receivers so can do what they want to them.

Yes, that is the way to program it manually.

When I called ATT they had me enter that code (11758) but never said anything about pausing after entering the first digit. They had me try a dozen other 5 digit codes and not once said anything about pausing after the first digit and wait for the green light to flash twice. The entertainment company servicing the Assisted Living center gave me the correct instructions.
