Blue Spinning Circle

I'm watching DTV Stream off the website. In the middle of the picture is a blue spinning circle with "15 " on one side and "30" on the other. It appears to be fast backward/fast forward icon but I cannot figure out how to turn it off. I've clicked on everything. I deleted all my future recordings with no effect.
