The carriage agreement that directv currently has with content providers does not include the CSPAN3 channel, as simple as that. You can try to contact CSPAN and DIRECTV both individually to express your interest in seeing the channel on DIRECTV.
Unless/until DirecTV adds C-SPAN3 as a channel, it (along with 1, 2, and the archive) is available on the the C-SPAN website (cspan.org) and the C-SPAN Now app. Access to either requires you to log in using your DirecTV subscription credentials. Unfortunately, the app is (by design) limited to mobile devices and apparently (likely also by design) doesn’t support casting or AirPlay. The website is only available on devices with (mainstream) browsers, which also leaves out (all?) TV streaming devices.
