I believe both are true. I get Telemundo as a local (broadcast) channel as part of the standard package I have. But there is also a national Telemundo feed that is apparently included in the Optimo Mas package and the Espanol add-on. The same is true of Univision, except (for some reason) the national feed is included in the base (English) packages rather than requiring the add-on. (I get both a local Univision station and the national feed because of this.)

Telemundo is usually provided via an off-air channel. Might not be available in every city.

check https://www.directv.com/stream/channel-lineup/ - at least you should get the East or West one w the proper add-on (espanol package)
