Not necessarily that AT&T decided not to carry ACC Network. As some have theorized, ESPN may be waiting for their agreement to get closer so they can add the channel to those negotiations which would be understandable. So AT&T not having the channel at the moment, doesn't mean it was solely their decision. It is a new network so may take some time to spread out.
As for U-Verse being on the way out, I don't think that is the case. Not expanding on the other hand, I can see that. With 3 TV providers of DirecTV (satellite), U-Verse (hardline), and DirecTV Now rebranded as AT&T Now (internet streaming) under the AT&T umbrella the long term goal may be to integrate it as one TV service with multiple delivery methods depending where you live. Some old announcements early in the merger pointed to this. As for if/when that will come to pass, that is unknown. They do have their work cut out for them. But as this year they have been doing a big update to DirecTV accounts to be fully integrated with the main AT&T systems, it could be another step down that path. If they are able to pull that off it will make them a strong competitor nationwide. Time will tell.
For those that wish to enjoy ACC Network they either wait patiently to see if U-Verse gets the channel within the near future, or they go elsewhere if they don't want to wait and see. Whatever works best for them. As for those that keep calling "I demand you give me this shiny new channel right now!", well that is not much different than a child throwing a tantrum in my book. Don't let desire for something you enjoy cause you to lose your head.

How clueless must AT&T be not to carry ACC Network in Atlanta? Why do we need to fill out forms to request it? I am a 35 year AT&T employee but I guess the quickest route to seeing ACC is move my service to Xfinity.

I agree. And why do we have to 'request' it? I truly wonder how a company as smart as AT&T did not foresee that its customers in the east and southeast would want ACC athletics. Are they encouraging us to 'cut the cord?'
ACCN is not available on U-verse TV. The only AT&T television service that carries ACCN is DirecTV, on channel 612. More information can be found here:

The best solution is either drop AT&T and move to other high speed internet service or drop u-verse TV and keep the internet service. Once you try Hulu (or other live stream TV service) you will never go back to u-verse TV. They are cheaper and light years better.
also, take a look at AT&T annual report to see what the company revenue/profit was in 2018 and what the executives income/stock options were and you will get really fired up about the ACC Network debacle.
U-VERSE IS NO LONGER BEING OFFERED (AS AN AT&T INTERNET PRODUCT). AT&T WILL CONTINUE TO SUPPORT EXISTING CUSTOMERS DURING THE SUNSETTING PROCESS. NEW OPTION TO BE ANNOUNCED IN A COUPLE MONTHS.

...what does that have to do with anything?

Everything, game nerd. The cable companies are killing it in the U.S. market. Especially the giants (AT&T) and their executives. If AT&T really cared about their customers (4 plus million u-verse subscribers I believe) they would have been upfront about discontinuing u-verse months ago and provided a short term fix for the hundreds of thousands of ACC fans who have u-verse TV.

Get DirecTV or subscribe to another service. It's not available to AT&T TV or AT&T TV Now.
For DirecTV Satellite, call 1-800-531-5000.
For DirecTV Stream, call 1-888-429-4023.
