DirecTV and the local affiliates are negotiating for the next carriage deal. Once they have agreed, the channel(s) will be back.
If TV providers just cave to the demands, then the prices raise that much more when it comes time for the next rate adjustment.
Do not expect a "major" discount, as though all the channels rate increases over time certainly are a big impact to the higher costs on the bill, this would only be a channel or two in this specific negotiation.
Certainly call DirecTV 1-800-531-5000 if you want to discuss a possible discount. This is customer to customer forum so nothing will happen with your account here.
Your contract does not guarantee you that those channels will always be there, mainly because DirecTV doesn't own the channels so cannot force them to stay.

I was told by a At&T Directv employee i got name and ID# on 7/19. She told if CBS is removed from line up They have a no charge antenna they will send at no charge. She tried to send me the antenna but system would not allow her. Lost CBS 7/21 doubt those antennas will be available or if they ever were. Great idea going to ask for a reduced rate.
CBS owns the Smithsonian channel apparently because that's down! I was planning to watch 50'th anniversary Apollo moon shot programs I recorded from Smithsonian channel over the last week only to discover you can't even watch your recordings which really doesn't make sense being they are on the hard drive of the receiver! What a racket!

The agent was referring to the Local Channel Connector (LCC). This is a new accessory that allows you to connect a antenna (comes with a indoor one included) to the 2nd/3rd generation Genie (HR44/HR54). So this would pull in all locals within range, even sub-channels that DirecTV does not carry, so you can enjoy them without switching inputs and can still record them.
The LCC is still in testing, not nationally launched yet. DirecTV has been providing it to some affected by negotiations. Naturally their system would not allow them to order it before the channel is pulled, just in case negotiations completed successfully. Once the channel is pulled it is unknown how long it will be before the LCC may be ordered. The other concern is per the recent Nexstar negotiations, the LCC stock has been reduced to limited supply.
So the LCC is a real and great accessory. Unfortunately these big local affiliate negotiations occurred before the LCC was completely out of testing and enough stock to go around. If you can get one great, if not than just use a normal antenna on the TV itself as a backup.

And didn’t AT&T and Time-Warner just merge? This will make them even bigger! It’s all about greed and screw us, the consumer. And, if you live in the Southeast like we do, it’s hurricane season and we rely and depend heavily on our local stations like CBS and NBC during this time. TWC is O.K. but Cantore shows up about an hour before the eye does, gets blown around for a little bit, than leaves. The local channels can literally save lives with shelter information, road closures, etc. when we have a “bad” one. Do you even think the “suits” sitting around their big board room tables are even thinking about anything like that?! And how the loss or blackout of these local channels can affect people’s lives during emergency situations? It hasn’t even crossed their minds…nor do they care.

@Bamatami I recall that At&t was supposed to launch a special weather channel just for that purpose while the local channels were blacked out.
I agree though that the reason for this happening is because At&t has become a larger company with the acquisitions. It's time for the dispute to end and have the channels restored.
