Customer Service Bait and Switch?

When someone speaks with "Win-back" and reactivates an account disconnected because they are old an unable to pay 200 plus per month, various promises are made to regain a customer.

A price is offered and a time-frame specified. All the channels are discussed.

Then, the customer agrees, and tries to watch a movie.

There are no movie channels?

Customer calls back, and the customer service says they will offer something else... a much worse deal, and for 3 months.

I ask for a supervisor.

I wait 90 minutes, still waiting. Bait and Switch here?
