Didn't get what we were promised

We received a mailer to come back to DirecTV for $35 per month for one year and get a $200 Visa rewards card plus Genie HD DVR upgrade included and standard professional installation included. The Genie upgrade was supposed to include one Genie HD DVR and up to 3 Genie minis. We only received the DVR and no minis. Our bill shows 29.99 for channels,  22.00 for equipment services (1 tv $7 and advanced receiver service $15)with a 10.00 discount for viasat bundle plus taxes and totals $44.93. Everytime I call and try to explain that we didn't receive the offer we were promised, the rep does not seem to understand me!! I've spent hours on the phone. Can I email someone?

I didn't get an order confirmation that I'm aware of, the day of install the technician went to our old address even though the account was in our current address,  and it seems everytime I call I get different answers
