What is the receiver model of the DIRECTV genie? Do functions like on-demand, watch from beginning, etc work as intended from the Genie receiver? How is the Genie connected to the Internet, over wireless Wi-Fi or through a wired connection to the router/access point? Has your configuration ever worked properly?

As far as the app, ensure that it is fully updated and that again, your device is connected to the same network as the Genie receiver. Moreover, if you still have difficulties, try installing the app on another device to see if the issue is related to the one device.

Everything works as it should on the genies, main dvr can be accessed by the 2 other minis, no functional issues are present.

Direct tv app is installed on 2 Android phones and one tablet ( no data just wifi)

I just replaced the dvr with a replacement by direct tv support ( their recommendation.

Last tech support chat leads to the dvr is not registed, thats why it is grayed out on all the phone apps, when I go in and "manage equipment" on the app, it does show everything that i have, BUT it says "not connected" all of the direct tv devices are on the same home wi fi 5g network. Network has been reinstalled many times and verified. When I installed the replacement dvr, I was able to use the pin# to access and activate the 2 geni minis.

Thats where I am at as of now.

When you are in the DIRECTV app, click the Settings icon at the top right, then choose Link DVR. You should be able to select your replacement Genie DVR and 'register' it to work for watching recordings. Do note, this can again only be done when the device and the Genie DVR are connected to the same Wi-Fi network.

The DirecTV account status is often wrong when it comes to internet-connected devices. If everything is working then there's really nothing to worry about.

Try re logging into the app and reinstalling it. I own an S21 and I see the Link DVR option in the app, so it should be an option for you as well since you have a Samsung, and as long as the app is fully updated and you are attempting to log into the app again.
