Yes, it's legit. 

Thank you for letting me know. When I reached out to Customer care on the DIRECTV chat they advised there was no such contest and that this was a Scam. Is there a specific department that would be available to assist me? The agents on DIRECTV chat and several supervisors informed me to contact the Global Fraud Management number to report this contest as a Scam.

Well the contest ended weeks ago so that may be why the CSR stated this.

DTV didn't ask for phone number or address when I did it.

Hello, thank you for the responses. I was talking about when I was notified as being a winner. When I entered the contest all that was required was a phone number. I was not sure if what DIRECTV customer care is advising now is legitimate or correct as the call centers that are ran during the day don't have access to the information as some departments do.
