excessive charges when closing accounts.

Called to close DirecTv service today.  Was told my account would close on 10/21.  Today we are 11 days into our billing cycle.  Why am I being charged for 20 days I won't be hooked up to your service?  Spoke to manager Daniel, and he said he could not override the date, but I needed to contact AT&T to get this done.  How do we correct this issue?

AT&T no longer prorates Directv service for the final month of service. Read Section 5b in the Terms of Service in the link below on cancellation.

 @closeacct   This is standard operating procedure with all cable companies Internet companies and cellular providers. Your service continues till the end of your bill cycle it is up to you whether you stay and use it or not. 

 There is a workaround if you plan ahead. If you know you’re moving in the middle of your bill cycle two months down the road,  you can change your bill cycle ahead of time so that when you believe you are closer to the end and not paying for time you didn’t use.

this noted solution is not acceptable as the conduct of ATT representative at DirectTV is the reason I cancelled the contract and DirectTv says I have to pay early termination fees

I sent a certified letter to the legal dept and have not heard anything and as I suspected no date of receiving and no person identified except the letter "C"

The minute you signed the work order you agreed to pay the ETF/ECF if you canceled before the 2 year term was up so what is the problem?

You cancelled the contract you pay the ETF.
