How do I stop AT&T and Direct TV from mailing letters to my deceased parents?

You likely don’t. Just treat it like any other junk mail. We still get mail for my deceased mother-in-law who passed 9 years ago and she never even lived at our address. Her mail was only forwarded after she passed.
@teetertotter The OP is talking about snail mail, not email.
