I am being billed for a Direct TV account that is not mine

I received a bill from Direct TV about a Delinquent account in Tampa FL. for service in 2017. 

-I have NEVER had a Direct TV account

-I lived in Florida 2010-2014, NOT 2017

- There are 9 people with my first and last name lliving in Tampa RIGHT NOW

-The address on the account was not mine

-The phone number on the account was not mine

-The email address on the account was not mine

- I cleared this up TWICE with Direct TV, the last time in May 2018. I just received (Jun 2019) a bill for the account from a collection agency

I WANT TO KNOW HOW TO RESOLVE THIS ONCE AND FOR ALL. THIS IS NOT MY BILL!!!!!
