Parental controls are on the receiver/client not the remote so to be sure you have set the sending limit to 0 and locked it with a 4 digit code on the one he uses?

Go into your parental controls and verify not only that spending limits are set to $0, but that it is currently locked. You will need to check this on every receiver as they have individual settings (though Clients share theirs with the main Genie).
Remember that will only protect against ordering from the remote itself. It does not affect ordering online or over the phone.
Also check to see if you've been charged, not simply see a recording. You can still record the PPV, but will be unable to watch it without confirming purchase (that way your rental period starts from when you are ready to watch).
If still having issues, then more info is needed.

Which ones have the issue?
How exactly are you verifying PPV was purchased?
