Waiting 9 weeks for welcome letter

I was told I would receive a visa card for signing up with direct tv.
I have not received the letter to apply for the visa card.
I can not reach anyone in customer service to discuss the matter.

Redemption instructions are in the sales confirmation email IF a card was actually added to the order
