About a year ago DirecTV changed their policy. They will no longer activate "pre IRD" equipment, like that old Panasonic Receiver. The only exception is if it was PREVIOUSLY activated on your own account.
Check out the eBay Buyer's Guide for additional cautions about buying DirecTV equipment from eBay ....

we can't turn on the box for you because we are not DirecTv employees. we are volunteers trying to help other customers. but this is a fact, DirecTv would not activate a RIDless receiver (RID= Receiver ID number) that was never activated on your account at some point. since you got this receiver from someone else, you are out of luck, and probably out of money. and as a side note, this receivers do not have the necessary memory to display all of the current channels. is just tooooo old. why call DirecTv to see if you qualify for another receiver, they might even give it to you for free. the monthly fee is the same regardless if you lease or own the receiver
