3 dishes
I am a new tentant and there is a directv dish on the ground, one on my patio rail and one on the next patio over. How do I find out if anyone is using them? I would like to have them removed if they are not in use.

Ask your neighbors. But you really should only remove any dishes that are on your "exclusive use" patio.

You can also check to see where the coaxial cables from the LNB is going. If it seems to be a ‘dead’ coaxial cable run you can probably use the dish being that it isn’t bent, the pole is level, the dish is a slimline dish with an SL3/SL5 SWM LNB, and it is accessible enough for you to peak it if necessary.

The landlord owns the dishes so they are the ones to contact to remove them.
