Absolutely, and the self install would be easy.  I personally like all DVR installations, I have three.

So I would have 1 playlist or 2 with 2 dvr. Why wouldn't people just add another dvr Iv been reading these post and it seems like a headache to add an external hard drive Then to just add a dvr

The correct model number for a HD DVR is HR24, not H24.  However, you'll only get to order a HD DVR, they will ship whatever model is next on the stack.  If you act pathetic they may quote you less than the $199 full price.  Had you ordered the second HD DVR at the time of your original order they would have charged you $99 additional.  If you want them to install it, I think the charge is $49.

Note that you only get to be new once, after than you pay for what you want.

One playlist. Whole Home DVR integrates together all of your DVR playlists.
