Can two RF remotes operate the same reciever?

I have a reciever that is connected to two tv's, one through a hdmi cable in the living room and one using the rca jacks in the basement. I bought a rf remote thinking I could use the ir remote in the living room and the rf remote in the basement. The reciever wont let do this. It is either rf or ir mode. My question is whether I can have two rf remotes programed for the same reciever?

 

I know that what ever channel my reciever is on will show up on both tv's.
