Can't get my remotes to work in RF mode.

I'm starting with an existing HR20-700 receiver and two new model RC64RB remotes. The receiver works just fine with all three units set for IR mode. Then I program one of the remotes for RF mode. (MUTE & SELECT, 961, CHAN Up, 616225, SELECT). That remote then stops working with the receiver as you would expect, since it is presumably in the RF mode and the receiver is still set for IR. The other remote still works with the receiver.

Then I set the receiver to RF mode using the front panel controls (MENU, Parental, Fav's & Setup, System Setup, Remote Control,IR/RF Setup, Remote Type IR, Remote Type RF, Continue, Done.) At this point the receiver should be in RF mode, but it does not work with either the newly programmed RF mode remote or with the unchanged IR remote.

I have tried going through the process step by step in parallel with a friend on the telephone, to try to rule out procedure error. It worked for him but not for me. I think I have exhausted the help from the Remote Control Forum. I'm out of ideas for getting my remote controls switched over to RF. What should I do next?
