Definition of "Fishing" a Wall?

We used DirecTV Move Connection fo transfer our  service to the new home, but when the installer came he said it cost an extra $200.00 for the install because he had to "Fish" 4 walls in the new place.  I had to leave for a work trip so Icould not pay attention to what he was doing and paid the $200.00.  When i returned a few days later, i noticed that 3 of the 4 rooms were served by cable run around thoutside of the house and only one actually required running down an interior wall.

Was i ripped off by this installer?
