Do I need both Direct TV and Digital path to get the basic TV channels my dad wants on a daily basis? Example NBC nightly news.

No, but if your NBC affiliate is owned by Nexstar then neither are getting it until Nexstar renews the contract.

All DirecTV packages include access to locals in general. To see what locals you can get for where service will be used: https://www.directv.com/channel-lineup/ (there is a tab for local/RSN channels on that page).
If any of your local channels are owned by Nexstar, than at this time they will be unavailable as they are at an impasse at renewing the carriage agreement.
Even with DirecTV it is suggested to have a regular antenna. Not only does it give you a backup for local channels (such as carriage negotiations), but may bring in sub-channels that DirecTV doesn't carry.
From a quick search I see that Direct Path is a internet service provider (ISP). It does not provide TV services itself.

DTV satellite works without an internet connection but you will not get On Demand or start from the beginning or pay for PPV with the remote.
