DirecTV standard definition receiver
will a directv standard definition receiver work on OTA signals, or is it a passive device passing the OTA signal to the physical television set.

It does not pass OTA signals at all. To get OTA you have to connect an off-air antenna directly to your TV set and select the off-air tuner on the TV.

Nope, AFAIK no SD receivers have a digital tuner to receive the digital OTA channels and even if they did DTV will no longer activate them as they are shutting down the MPEG2 SD channels.

Thanks for the response. There is an male coaxial cable connector on the rear of the receiver labeled antenna. The antenna connector is separate from the male connector for satellite connection. I assumed one could connect an OTA signal into the receiver using that male coaxial connector. As I understood it the user could switch back and forth between antenna and satellite using the direcTV remote??

That is what they did before the analog to digital conversion and AFAIK you didn't switch between the two as the receiver put both channels in the guide and you selected the channel to watch. Now the VHS/BETAMAX recorders did pass the OTA channels so you could watch TV when they where off.
