Dish Mount on Pole Questions

The tech came out today to install my dish, and I was told that the best way for him to install would be to mount the dish on a pole. We will have to the work ourselves because of the cost, however 1. How deep a hole must be dug to place the pole in?

Also, the tech didn't say but I was told that it has to be within so many feet of the electric meter?? How many feet is that?
