Error with 103 Even (18V)

I recently bypassed all my surge protection (which was causing a problem with the new D12 satellite) and re-ran my satellite configuration.  When I ran the re-configuation, the installation test results matrix shows that I have a problem with 103 Even (18V).  I get a "red X" in that box of the test results matrix (and "blue OK checks" in all the other matrix locations xcept for 110 Odd (13V which is Gray - I think correctly.)

Does this mean that I have a problem with one of the four coax cables to the Slimline dish, or something else?

If there is a problem with one of the coax cables, can I measure the voltage between the coax signal and coax shield at the LNB to determine which coax has the problem?

For what it's worth, I seem to have excellent to good signal strength on all satellites and on all transponders and on both tuners (at least for the ones that are supposed to show strength).  I have NOT noticed any channels that are not available. Since removing the surge protection, the channels on the D12 Satellite show good strength.  Except for this test failure, I can't tell that there is a system problem by just using and and watching the TV.

Can anyone give me some insight on what this failure means and how to fix it?
