Flashing Color and Picture

The color started flashing on my tv today. The picture flashes every 2 seconds to a different color (green will turn red, etc.) also sometimes will go black. Sound not affected.  I did a reset of the receiver. I turned the Xbox on the TV and the picture was fine, so it has to be the dish or the receiver. I checked the connections and everything is fine. Any suggestions would be appreciated, thanks!
