Genie Mini TV displays "No signal" after turning OFF remote

It's a Samsung TV with a Genie Mini client using the standard DTV RC73 remote.  When turning OFF the Genie and TV with the remote, the TV will turn back on after a few seconds and display a "No Signal" message with the typical instructions to check input source, connections, etc.  The Genie Mini seems to turn off and stay off.  Cycling the DTV remote ON and OFF would not fix the issue, so I would just unplug the TV from the wall.  The TV and Genie both work fine when turned ON using the remote.

It first happened a couple weeks ago, when I noticed the TV on during the middle of the night displaying the message.  Maybe a power outage triggered it, but not sure.

I found that if I use the DTV Settings->Reset Options, and then Restart the Receiver, the Genie and TV will then shut off normally.  But then the next time the TV/Genie are turned on, the behavior returns where the TV will turn back on after being shut off.

Pressing the red reset button on the Genie does not fix the problem.  Does anyone know of a setting that may be messed up or something else that would cause this?
