Grounding Wire

Please tell me why the grounding wire would be attached to a water spicket.  The installer I had attached the wire around my loose leaky water spicket outside my house and I am not comfortable having it there.  I was told I can move it myself and I am not happy with service since I have to move this wire myself.  How do I fix this problem because I am not getting any call backs from my local direct tv office.
