You need to use the front panel touch buttons to return it to IR.  You may have to contact the MDU that services the building if that doesn't work.

Messing with the remote won’t change anything. The actual receiver itself is set for RF mode. As shannon02 indicated, you can try using the front Menu buttons to navigate to Menu, Settings & Help, Settings, Remote, IR/RF Setup, and choose ‘IR’ when it asks which remote you’d like to use. Instructions will show up to put the remote in IR mode but if your remote is already set you should be able to automatically use it. 

So this is a bulk tv account no remote setting menus on the h25 receiver at my mom’s assisted living room commercial account.

so I add a Directv rf kit to the receiver and programmed the rf66 remote to it with  the 961 code channel up and the last six digits of receiver rid. Pressing select at the end instead of enter helps a lot to complete activation. 
Then programmed the tcl android smart tvto the same remote by switching it to tv and adding the tcl code manually. Complete by putting switch back on Dtv.

That was assumed when you said assisted living which is why you needed to contact the company that has the service contract. Great fix anyway.
