I have wires hanging low and loose rolled up wires hanging from my duplex and they are dangerous for kids playing with them

My duplex at 629-631 has telephone wires hanging low and also rolled up hanging from my house.   There are also 

two ATT boxes on one side of the duplex, which only one should be needed.

The tenant at 631 is not having a landline so the equipment needs to be corrected and remove the loose wires
