Is it typical that an installer wouldn't hook up all coax lines in the house to an SWM?

Installer came out to my house yesterday for a new install.  I had ordered two boxes.  I go in the basement (we have 8 coax drops) and see that they just put a 2-way SWM on there.

 

I asked what I was supposed to do if I wanted to add another box.  He said "we'll have to come out for a service call & hook up a 4-way splitter.  $100 service call".  I then asked him why he can't just hook up all of the lines in the house, so all I would have to do is order a box online & hook it up myself ... he said "You asked for basic installation".  (I don't recall specifying this).

 

He then said "if you want to pay $20, we'll put an 8-way SWM on there."  I said okay, then he immediately said "i don't have one on the truck".

 

Is this typical?  It seems like the low-rent way to go about it.  When COX installed my system originally, all of the lines were hooked up.  If I wanted digital TV in another room, I just called & ordered a new box.  No service charge, no nothing.

 

And, to top it off, I asked if he was hooking up an HR24 box.  He said yes.  Great.  He ended up giving me an HR21.

 

Horrible experience with DTV so far, and I haven't even had it for 18 hours yet.
