need new dish installation

You have to have a new account at the vacation home to have DTV installed there, then suspend it for up to six months per year.

OK, but i read that you can take your home receiver with you on vacation and  just connect to another dish. 

Yes, but you will not get any local channels as AT&T will not allow you to change the service address without a move order with a new 1 year contract, the first one is free if you have had service for a year then it is $199.

DTV will not install a dish unless you put in a move order or a new account or you hire a third party to install the dish.

If you want to use your existing receiver at a vacation home you need to make your own arrangments to get a dish installed by a thrird party. Directv won't do that

Ok I will do that if I knew a third party to contact.  Any suggestions for Buffalo tx area

You could try a search for AV installers and Sat installers in your area needed
