new RC64 does not function like my older RC64

The selector switch on my old RC64 stopped selecting in 'TV mode' so I bought a new one. My old one works fine in TV mode but stopped switching while in TV mode, it can initiate the TV INPUT select to allow me to select between different inputs on the TV The new one will not. I've tried all the codes listed for Toshiba and many of them will control the on/off and volume, but none will do the TV INPUT select function. It doesn't even light up like it's sending a signal? By the way, this is the second new remote I've tried..... rather frustrating..... any suggestions would be appreciated.
