New Rental Set-up Issue

I just agreed to rent a townhome/condo long-distance, and was assured by the realtor offering the rental that a dish would not be a problem. I found out from a friend today who checked out the neighborhood and talked to some residents that dishes were not permitted at all. In fact, one was being removed from the side of a home while she was there. I know, however, that any restrictions/covenants cannot legally restrict me from putting a dish on my patio as it is my own exclusive right property.

 

So my question is this, if I wanted to have an HD dish installed on my concrete slab patio, how could I do it? Will the HD dish work with a tripod, or with a concrete bucket? If so, how do I promote stability when it is windy without affixing it to the house?
