New satilite uplink

I was contacted by someone claiming to be with Direct TV and claiming that there was a new satilite up link to improve the picture quality of our receiver, but it would cost 299.99 one time fee and Direct TV would give me a credit of 40.00 every month for 24months total of 960.00.

 

I was to make a check out to Direct Network and send it to a PO Box in Michigan.

 

This sound pretty hinky to me so I was just trying to verify

No such thing. It's a scam.

And who the heck is "Direct Network"?

There is no up link with the home dish when using DTV it is a down link to the customers, weather will always cause temporary service outages when there is heavy rain/snow is between the dish and the sats.

Definitely a scam. Report that PO Box address to the appropriate authorities as that is a federal crime.
