Programming subscribed to in package shows Error code 721

I have been unable to get channels that are part of the package that I pay for since becoming a customer approximately 3 weeks ago. I have received a bill - yet to enjoy the programming that I pay for.  I receive only basic channels and all others show error code 721.  I have spent a few hours on the phone trying to remedy this issue to no avail.  I work and unable to trouble shot as they pass me from one representative to another without resolving the issue.

Service Isn't Authorized
CS needs to authorize. Can also indicate a
blackout condition (sports programming)

What package do you have?

What channels are you getting the error on?

Models of boxes?

What channels are you getting that you are calling "basic channels"? (basic means different things to different people and so not a DirecTV category term).
