Remote controls TV but doesn't turn off

I have a Toshiba TV and I have programmed the remote. The remote controls the volume and will turn it off and on but it will not turn it off with the button that turns the receiver and the TV off together. I have to slide the remote to TV and use the pwr button to turn it off. Any help would be appreciated.
