Six Unit Apartment Install Possible?

I would like to make DirecTV an available option for residents at my six unit apartment building. Currently, residents aren't able to install dishes on balconies or the like due to line of sight issues. There is one part of the building which would likely accommodate reception. I called DirecTV and they said their installers won't consider multiple dwelling unit installations for buildings with fewer than 10 units. The suggestion was to have each resident call DirecTV and install six individual dishes on the side of the building where reception is possible. Say what?

I'm not looking to provide DirecTV service included with the monthly rent, simply provide the infrastructure so residents can choose between DirecTV and Comcast. Is it possible for me to install a dish, multi-switch, etc. and give residents the option to activate their own receivers (each with their own accounts) through the common head end? I would want all of the billing handled between the residents and DirecTV. From what I understand, it seems like this should be possible, but I'm getting a definite "no go" from DirecTV.

Any thoughts would be greatly appreciated.
