snow accumulated on dish - 771 error

I am a newer subscriber about to go through my first winter with DirectTV. We had our first snow today in Cleveland Ohio, about 1-2" of accumulation. I saw the snow accumulating on my dish and after a while I  got a 771 error. When I looked at signal strength the majority were zeros. I called my son and he came over and removed the accumulated snow and I had the signal back. The strengths were back into the 90's and my system worked.

Since I am handicapt, does Direct TV send someone out to remove the accumulated snow or am I just without TV until it melts or I can find someone to come over to brush it off?

Cleveland gets the sixth most snow in the US, Did I get sold something that is inappropriate for my area of the country? I would think they should have to warn people of the problem before they sign a 2 year contract.
