Tuner 1 has strong signal tuner 2 has nothing.

Not sure what's going on here. can only record one channel at a time and have to watch that channel as it records. I have a HR22-100 DVR and did a signal test thru the dvr, tuner 1 gets a strong signal. Tuner 2 gets nothing. thinking it might have got wet from the past storm. I checked all the connections behind the LnB all seems good. The same at the ground blocks. got my sat finder meter out of the camper and everything at the ground blocks are getting a strong signal. next went behind the receiver and tested there. the same strong signal on both accounts. does this sound like a bad dvr to anyone or maybe a bad c-band converter? thanks in advance.
