Tuner Voltage Problem

Tuner 2 outputs 13v and 18v going from odd to even, tuner 1 only ever  outputs  13v , this is definitely a receiver problem correct?

5 lnb KaKu Slimline (4 co-ax attached, using two) direct to receiver, setup for "dual"  "5 Slimline" , "mutiswitch"
